New York's Medicaid program is a cornerstone of the State's health insurance and health care delivery systems, and a critical component of its annual budget.

A new federal administration in 2009 will, to a degree, reshape some of Medicaid's constraints and opportunities. But State policymakers will still face the challenge of managing the program against the backdrop of increasing fiscal strains.

This conference will examine those challenges, and prospects for reform, from a number of perspectives, beginning with keynote addresses by Deborah Bachrach, Medicaid director and deputy commissioner of the New York State Office of Health Insurance Programs, and James R. Tallon, Jr., United Hospital Fund's president.

It continues with panels of experts in the fields of coverage expansion, long-term care, and managed care, and concludes with perspectives from the public sector, presented by New York State Senator Kemp Hannon, New York State Assemblyman Richard Gottfried, and former administrator of the federal Health Care Financing Administration and nationally renowned health policy expert Bruce Vladeck.
